Department of Information Technology (DOIT) contracts for purchasing laptops and personal computers. EPEAT™ is not currently specified in contract, but ENERGY STAR® is included. DOIT publishes a Procurement Procedural Manual that provides an overview of statutory authority and procedures for purchasing information technology equipment.
State Property Distribution Program. With the exception of vehicles, all state surplus property is handled through the CT Department of Administrative Services E-Surplus Intranet Program where state agencies put their property on the system for other state agencies and municipalities to claim. Property on the e-surplus program remains at the owning agency location until claimed and picked up by another CT state agency, a CT municipality, a vendor for sale at public auction, or by an approved non-profit organization. Items deemed to have a sale value (when the ten day posting period has expired) will be sold at state surplus public auction to the highest bidder. Auction information can be accessed at http://www.das.state.ct.us/Surplus/display_auction.asp. Certain computer related items are never sold at auction, and, if not donated to a non-profit, must be recycled. These items include: Monitors, Laptops, Hard Disk Drives, Personal Computers, Boards and Cards.
Public Act 07-189, An Act Concerning the Collection and Recycling of Covered Electronic Devices. This law, signed by Governor Jodi Rell on July 6, 2007, requires manufacturers to finance the recycling of televisions, monitors, and computers.
